10 City of Newport News 2024-2029 MS4 Program Plan • Each annual report shall include the number of acres managed under Integrated Pest Management Plans. (ONGOING) e) Illicit Discharges and Improper Disposal The City prohibits all non-stormwater discharges to the MS4 that are not authorized by the MS4 Permit through its illicit discharge detection and elimination (IDDE) program. Multiple departments are involved in IDDE efforts, including Codes Compliance, Engineering, and Public Works. Collectively, these departments prohibit the dumping or improper disposal of used motor vehicle fluids, household hazardous wastes, sanitary sewage, grass clippings, leaf litter, and animal wastes into the MS4. Potential illicit discharges are reported to City staff by members of the public via the City’s 311 Contact Center, or are observed during routine inspections and activities, including dry weather screening. The Department of Codes Compliance pursues violations for illegal dumping of trash/refuse and for malfunctioning private septic tanks and sanitary sewer systems that occur on private property. The Department of Public Works Solid Waste Division pursues illegal dumping on private and public property, including the public right-of-way. Illegal dumping that impacts the City’s stormwater infrastructure is handled by the Department of Public Works Stormwater Division. When any illicit discharge impacts the MS4 (with the exception of HRSD/City of Newport News sanitary sewer overflows, which are reported via HRPDC’s Sanitary Sewer Overflow Reporting System), the Department of Engineering Environmental Services Division will assist other departments in investigations or enforcement actions to ensure elimination of the discharge within 30 days or by an expeditious schedule. Incidents are tracked in an internal Engineering database for annual reporting to DEQ. The Department of Public Works continues to implement a sanitary sewer inspection program to minimize the exfiltration from the sanitary sewer system to the MS4. A minimum of 55,000 linear feet of sanitary sewer are inspected annually; inspections are tracked in Cityworks software. The Department of Public Works Stormwater Division reduces the discharge of floatables (e.g. litter and other human-generated solid refuse) through its City-wide barscreen program. Public Works also offers Household Hazardous Waste collection events at the Recovery Operations Center at least twice per year to collect household maintenance products, automotive wastes, lawn/garden products, and miscellaneous chemicals/items. Collection events are available to all City residents; events are publicized and promoted on a regular basis. Reporting • Each annual report shall include a list of illicit discharges identified, the source, a description of follow-up activities, and whether the illicit discharge has been eliminated. (ONGOING). • Each annual report shall include the amount of linear feet of sanitary sewer inspected during the reporting year. (ONGOING) f) Spill Prevention and Response
