13 City of Newport News 2024-2029 MS4 Program Plan MS4 system, a schedule of inspections and procedures for inspecting points of connection or outfalls, whichever occurs first, to the City’s MS4. (ONGOING) • Each annual report shall report on implementation of the inspection schedule and include a list of the facilities and/or facility outfalls or points of connection to the City’s MS4 inspected during the reporting period. (ONGOING) • Each annual report shall include a list of referrals to DEQ including a document detailing any coordination activities with DEQ. (ONGOING) h) Stormwater Infrastructure Management The City is required to implement programs to maintain the City’s MS4 infrastructure and to update the accuracy and inventory of the storm sewer system. The MS4 map and the associated inventory of MS4 outfalls, infrastructure, and SWMFs are continually updated using ArcGIS software. Public SWMFs are inspected by Department of Engineering Environmental Services Division staff according to the schedule detailed below, which is dependent on the most recent inspection status, and are tracked in an internal Engineering database. Inspection reports of deficiencies are provided to the Department of Public Works Stormwater Division or other department responsible for maintenance to ensure facilities function as designed. ➢ Inspection Status = Pass (no maintenance required, or only routine maintenance required; examples: mowing, removal of small amounts of sediment, removal of vegetation overgrowth, removal of moderate trash or yard debris, replacing dead/diseased landscaping, control of algae/invasive plants) o SWMF will be inspected in three years ➢ Inspection Status = Marginal (non-routine maintenance required; examples: clogged/broken pipes, missing or broken structure parts, cracked concrete structures, erosion of inlet/outlet/embankments, sinkhole formation or subsidence within facility footprint, regrading or dredging required, or landscaping in need of complete refurbishment) o SWMF will be inspected in two years ➢ Inspection Status = Fail (major maintenance required such as rehabilitation or rebuild) o SWMF will be inspected after rehabilitation/rebuild project is completed The Department of Public Works implements its storm sewer system inspection program in accordance with its Stormwater Operations Infrastructure Maintenance Plan. At least 15% of the storm sewer system is inspected annually and 80% is inspected during the permit term; maintenance is performed as needed. Metrics include the number of stormwater structures (manholes, inlets, and end sections) and the linear feet of storm sewer conveyance (open conveyance/ditches, and gravity mains/pipes) that are inspected and maintained. Inspections and maintenance activities are tracked in Cityworks software and are reported in the annual report to DEQ. The City is required to implement a program to ensure proper maintenance of private SWMFs that discharge into the MS4. Private SWMFs with a recorded maintenance agreement are inspected at least once every five years by Engineering staff, and maintenance is required as needed, in accordance with the Stormwater Management Facility Post Construction Inspection SOP. Inspection records are maintained in an internal Engineering database to facilitate annual reporting. For private SWMFs
