Open findings and focused follow-up The case begins with an unmatched reporting entry and expands through the documented money network. The next work should obtain records that distinguish a reporting error, a different legal recipient, a voided transaction, an ordinary transfer, or an actual omission. No question below is represented as already sent. F01 Reconcile the June payments Ask Phil Jones and Joshua Jones for the legal recipient, invoices, payment status, receiving report line and any correction. Ask Shannon's treasurer to confirm the payer's payment instruments and clearance status. Put the specific three entries to both sides without accusing Shannon of wrongdoing. F02 Trace donor restrictions and transfer authority Put the $175,000 Dominion total, the $50,000 September contribution and the subsequent $48,000 transfer to the PAC and mayor campaign. Ask whether funds were designated and obtain the authority and records for the $100,000 and $48,000 transfers. F03 Obtain loan documentation The $275,000 return and repayment reconcile in the filings. Seek the loan agreement, authorization, interest terms and payment instruments; the reported principal is not unexplained missing money. F04 Verify vendor services and reimbursements For Inklined Holdings LLC, CT Jones and Ava J's Consulting Firm, establish legal identity and obtain invoices and work records for the reported advertising, staff and consulting costs. Seek underlying receipts for reimbursements. F05 Test the city-contract connection Obtain the Provost procurement/default completion file and voucher ledger. Compare who proposed, selected, authorized, signed and paid. A donor's later contract alone does not establish official influence. F06 Identify the September 15 business donors Confirm the eleven legal entities, ownership or affiliation, original funding sources and any shared solicitation. Same-date contributions alone do not establish common control or coordination. F07 Resolve the separate notice exceptions The $5,000 William Murphy notice of December 11, 2024 and $1,400 Foundation Blue Media notice of January 3, 2025 are unmatched to the relevant ordinary transactions. Ask for void, replacement, correction or export explanations. Both remain excluded from totals and separate from $12,700. F08 Obtain agency records and watch amendments Seek ELECT review selection/outcomes, deficiency notices and amendment correspondence. Review eligibility is not selection or an official finding. The next PAC report is due October 15, covering through October 7; check the September 24 donation and separately any 2025 amendments. Sources: [GN-425020] [GN-426325]; PAC filing schedule.
