What is known and what remains open
The payee name and PO Box 12055 match the PAC's public identity and mailing address. That supports a
reconciliation inquiry; it does not independently establish the legal receiving entity or a cleared payment. Obtain
invoices, the payment instrument, receiving-account confirmation or a void/return record, and the corresponding
receipt line or amendment.
The June 5 $6,000 entry remains in amendment 441977, filed June 9, 2025. The second period is report 444031,
filed July 1, 2025. The PAC's report is 451182, filed September 3, 2025. These are the selected current versions,
not amounts added across original and amended reports.
Donated services are a separate disclosure
Shannon's campaign separately reported $4,000 in donated Digital Services on June 1 and $490.07 in donated
poll-worker services on June 17. These in-kind entries total $4,490.07. They are not identified as a refund of, or
credit against, the three cash expenditures and have not been used to reduce the $12,700 discrepancy.

Virginia Code sections 24.2-949.4 and 24.2-949.5 place recordkeeping and full, accurate PAC-report responsibilities on the treasurer
and require reporting of receipts and expenditures. Whether these entries establish a violation still depends on transaction and
recipient facts.
