Transfers loans and repayments
The PAC reports $423,000 of transfers to the mayor's campaign: $100,000, $48,000 and $275,000. The campaign
reports receiving all three. On April 1, 2026, the campaign reports returning $275,000 to Good News. The PAC
reports that amount received, followed by repayment of its loan to Phillip Jones. The net reported amount retained
by the campaign from PAC transfers is $148,000.

Why the loan sequence must stay separate
The $275,000 is the same principal moving through different stages. It is not $275,000 of new donor support at
every stage, and the matched return and repayment should not be described as missing money. The underlying
loan agreement, authority, interest terms and bank-clearing records have not been reviewed. Those remain
legitimate documentation questions.
The mayor's separate Schedule E history reports $70,000 in loans received and $70,000 repaid across the
reviewed periods. Both committees' latest ordinary summary reports list zero unpaid debt. Debt snapshots repeat
obligations across reports and are not additional cash transactions.
Ordinary history through August 31 Reported receipts Reported payments Ending balance
Good News PAC $768,785.05 $741,738.63 $27,046.42
Friends of Phillip Jones $800,371.99 $603,441.08 $196,930.91
These are reported summary totals, including loans, intercommittee movements and, for the candidate, $16,000 of in-kind support
counted on both sides. The table checks the statements' internal bridge; it does not describe fresh donations or total campaign cash
spending. Later contribution notices do not establish a later bank balance.
