AUDIT NEWPORT NEWS Good News PAC Money Flow Case File Reporting discrepancy and the wider donor and spending network Prepared October 10, 2026. Initial source-backed case file. This file records findings, calculations, counterevidence and the records still needed; it is not a published accusation or an official audit. The hook is a reporting discrepancy. Shannon Jones's campaign disclosed three payments totaling $12,700 to a payee called Good News at the PAC's mailing address. The PAC's report covering the payment dates reports zero receipts. No newer amendment to those periods was listed in the filing histories checked October 10. Nothing in this review establishes wrongdoing by Shannon. Her reported expenditures are the evidence exposing the unmatched entries. Sources: [SJ-441977] [SJ-444031] [GN-451182] The broader investigation follows money into Good News PAC and Friends of Phillip Jones, then tracks candidate transfers, loans, repayments, vendors and a donor's city contract. Transfers are distinguished from new donations so the same money is not counted repeatedly.
