The Provost donation and city-contract lead
The PAC reports a $10,000 contribution from Provost Construction and Sons LLC on December 10, 2024. The city
project page names PROVOST CONSTRUCTION & SONS LLC on a James River Strand completion contract
starting July 13, 2026, approximately 19 months later. The donation and contract are documented. A causal
connection, preferential selection or mayor instruction is not established.

accounting dates before assigning the increase to a particular week or transaction.
Chronology and contrary evidence
The original city construction contract was awarded in 2022, before the current mayor's administration. The project
schedule identifies a construction hold caused by contractor default from November 4, 2025 to July 12, 2026.
Provost's completion start follows that hold. A surety/default completion arrangement or a documented
procurement process may explain the selection; the executed agreement and selection file have not been
obtained.
The records that will resolve the procurement question
Request the default and surety correspondence; completion or takeover agreement; selection rationale and
alternatives considered; bid or negotiated-procurement records; approval and signature records; change orders;
payment applications; invoices; voucher ledger; and any relevant elected-official involvement records. Match the
donor's exact legal entity to the contractor's entity before relying on the shared name.
The current city webpage identifies Carolyn Bowman as project manager and provides bowmancd@nnva.gov. The city's public project
display is a lead and reported payment source, not the full procurement or accounting file.
Political contributions and taxpayer-funded construction payments are separate streams. The contract amount must not be added to
PAC receipts, campaign expenditures or the $12,700 discrepancy.
