City of Newport News Chesapeake Bay TMDL Action Plan (2024-2029 MS4 Permit Cycle) 4.1 Stormwater Management Projects The Governor Drive Stream Restoration and Constructed Wetland BMP includes approximately 885 linear feet of stream restoration and a Level 1 constructed wetland. The contributing drainage area is approximately 102.2 acres (43% impervious), and this retrofit project will generate approximately 57.87 pounds of phosphorus reduction credit. Construction is scheduled to be completed by July 2025 with a projected cost of $2,857,736. See Appendix A for additional details. Additional water quality projects that are completed by the TMDL deadlines will be included in future annual reports. 4.2 Septic System Disconnects Septic system disconnections made after January 1, 2006, can be credited with an edge of stream Total Nitrogen credit of 3.5 lbs TN/person/yr for each house connected to City sanitary sewer. Reductions of Nitrogen achieved will be included in the annual report updates, as has been done since tracking for TMDL credit began in FY22. 4.3 Nutrient Trading – HRSD SWIFT Program Pursuant with Section 1.D.1.h) of the MS4 Permit, the City may acquire and use Total Nitrogen and Total Phosphorus credits through utilization of a nutrient trading program. The City of Newport News has entered into an agreement with the Hampton Roads Sanitation District (HRSD) to acquire credits from the Sustainable Water Initiative for Tomorrow (SWIFT) Program to meet the remainder of its TMDL required reductions. An agreement was signed with HRSD in 2017 allowing the City to acquire and use the credits generated by HRSD before and during operation of the SWIFT Program. A copy of the signed SWIFT agreement is included as Appendix B. 4.4 2024-2029 MS4 Permit Action Plan Summary The City’s POC reduction requirements will be met through a combination of planned water quality projects, septic disconnections, and SWIFT nutrient credits (Table 4-2 below). Currently, it is estimated that 2,307.29 lbs/year of Nitrogen and 27.73 lbs/year of Phosphorus will need to be secured in credits through the SWIFT program by June 30, 2026. By June 30, 2028, the City will need to secure SWIFT credits for 8,731.74 lbs/year of Nitrogen and 1,982.13 lbs/year of Phosphorus. As projects are constructed, final POC reductions will be updated according to as-built conditions. Septic disconnects will also be quantified during the permit term. The required nutrient credits to be obtained through SWIFT will be updated accordingly. The projected cost for implementation during this permit cycle is $2,857,736. 6
