The Repetitive Loss Area Analysis Plan was presented to the Newport News City

formally adopted on that date. A copy of the original plan can be found in the City’s
Floodplain Management Website, as well as a separate PDF file at this link.
Describe how this progress report was prepared and how it was submitted to
the governing body, released to the media, and made available to the public:
This Progress Report was prepared by the City of Newport News’ Department of
Engineering staff. The City posted this Progress Report on the City’s website and
released it to the media via a press release and to the public electronically via the
City of Newport News newsletter and the City of Newport News social media sites.
PLAN PROGRESS
Provide a description of the implementation of each recommendation or action
item in the action plan or area analysis report, including a statement on how the
project was implemented or not implemented during the previous year.
The Repetitive Loss Plan aligns with the goals of the City’s 2022 Hazard Mitigation
Plan, focusing on flood risk reduction and long-term resilience. It also supports the
City’s overall floodplain management objectives. Recent efforts reflect measurable
progress in advancing these shared goals through targeted initiatives and strategic
actions.
Appendix A of this progress report includes a comprehensive review of Mitigation
Strategies presented in the Repetitive Loss Analysis Plan. Select highlights of
progress made to date follow:
• 84 properties comprising 16.06 acres in flood prone areas have been
purchased through the City’s Flood Assistance Program (FAP) and restored to
perpetual greenspace. Most of these properties have been in Repetitive Loss
Areas.
• To expand the FAP and provide homeowners a broader set of mitigation
strategies to reduce future flood damage, The City of Newport News applied
for and has been awarded a Virginia Community Flood Preparedness Fund
grant. The resulting FloodREADY Homes Study will provide resilience
assessments and recommendations to 150 homeowners in low-income and
high-flood-risk neighborhoods during the next three years. Participating
homeowners will receive a customized list of cost-effective flood mitigation
strategies that are designed to protect inhabitants, property, and the
surrounding environment. The City’s Hazard Mitigation Plan documents the
need for this Study, which is directly related to Mitigation Actions 1, 2, and 6.
