Discovery STEM — Chestnut Avenue Study November 7, 2024 e Inadequate Speed Limit Signage: Speed limit signs are installed on 16® Street prior to the intersection with Chestnut Avenue on both east and westbound approaches. Speed limit signs are installed on Chestnut Avenue for northbound traffic approximately 85 fect from 16" Street and for southbound traffic approximately 100 feet south of 25™ Street. As a reminder to motorists, the City will install speed limit signs underneath the existing (S1-1) School Zone sign on the southbound approach on Chestnut Avenue and for the east and westbound approaches on 16" Street. e Lack of Advance Warning Signs: As mentioned already, (MUTCD) recommended (S1-1) signs are currently installed, and school crossing assemblies (S1-1 with W16-7P) plaques are installed at the crosswalks. These signs will be replaced to increase reflectivity and visibility. e Crosswalk and Pedestrian Safety Deficiencies: Existing crosswalks are marked and signed within MUTCD guidelines. High visibility crosswalk markings and S1-1 signs with W 16- 7P plaques are located on Chestnut at 18™ Street and the north approach on Chestnut at 17" Street. Simple crosswalk markings are located on stop-controlled approaches on 17% and 18" Streets at the intersection with Chestnut Avenue and all approaches at the signalized intersection of 16™ Street and Chestnut Avenue. ¢ Condition and Visibility of Signage: As indicated above, the existing school signs are aging and will be replaced. Discovery STEM has crossing guards for each of these pedestrian crossing points for both arrival and dismissal times. COMMENTS & RECOMMENDATION: Based on review of the Manual on Uniform Traffic Control Devices (MUTCD) and State Code, we are currently in compliance; however, there are items the City will perform to enhance motorist awareness of the school zone. These measures are described below: 1. All (S1-1) signs on both Chestnut Avenue, 16" Street, 17 Street, and 18" Street will be replaced. AHEAD (W16-9P) plaques will be installed underneath all the School Zone (S1- 1) signs. 2. Install speed limit signs underneath the existing (S1-1) School Zone signs on Chestnut Avenue at the southbound approach and east and westbound approaches on 16" Street. 3. Replace all simple crosswalks with high visibility crosswalks within the school zone. For additional safety of students during the drop-off process it is recommended that school officials at Discovery STEM move their parent pick up/drop off line to the school’s teacher/visitor parking lot off Oak Avenue.
