Discovery STEM — Chestnut Avenue Study November 7, 2024 Figure 2: Existing School Zone and Speed Limit Signage Inventory: COMMENTS & RECOMMENDATIONS: Below is a summary of Mr. concems and the Department of Engineering’s response. Absence of School Zone Signs as it relates to Virginia State Code 46.2-873: The State Code reference specifically relates to speed limits in a school zone and states that the maximum speed limit shall be 25 miles per hour (MPH) within signed school zones. The speed limit on Chestnut Avenue is 25 MPH; therefore, additional speed limit specific signage related to school times is not needed or appropriate. The MUTCD provides guidance for the signing of school zone areas, providing for local procedures related to school zone signage. The City of Newport News installs school zone warning signs (S1-1) within 750 feet of the approach to a school zone and S1-1 signs with a downward arrow plaques (W16-7P) at marked crosswalks within the school zone. A field investigation showed that these signs are present but are aging. These signs are scheduled for replacement through our sign replacement program in fiscal year 2025; however, a work order will be created to change these signs out as soon as possible. Additionally, AHEAD (W16-9P) plaques will be installed under the replaced school zone (S1-1) signs to help emphasize the school zone area to motorists.
