COMMUNITY DEVELOPMENT The 2026–2027 Annual Action Plan (AAP) has been drafted and is currently undergoing the required 30-day public review and comment period, which began on June 25, 2026. The draft plan was reviewed internally by NNRHA and City staff to evaluate proposed activities, funding allocations, and ensure full compliance with HUD regulations, while also aligning with the goals and priorities outlined in the Consolidated Plan. In accordance with HUD requirements, a public notice was published in the Daily Press announcing the availability of the Draft 2026–2027 Annual Action Plan for public review and comment. The funding levels for the Community Development Block Grant (CDBG) Program for 2026–2027 have been released by HUD, and the recommendations included in the draft plan are based on the City’s final allocation. To support public engagement, the City of Newport News and the Newport News Redevelopment and Housing Authority (NNRHA) will host a virtual public hearing on Wednesday, July 8, 2026, at 6:00 p.m. via Zoom. The purpose of the hearing is to present the draft plan, provide an overview of proposed activities, and receive feedback and comments from residents and stakeholders. Written comments are also being accepted throughout the 30-day review period. Following the conclusion of the public comment period, the Annual Action Plan will be presented to the Newport News City Council on Tuesday, August 11, 2026, at 7:00 p.m. at Christopher Newport University, Gaines Theater, for consideration and approval. After Council action and review of all public comments, the finalized plan will be submitted to HUD for review and approval. Sponsoring Partnerships & Revitalizing Communities (SPARC) and Down Payment Assistance (DPA) The SPARC Program provides eligible homebuyers using Virginia Housing loan products with a 1% mortgage interest rate reduction to support affordable homeownership. For the 2025–2026 program year, NNRHA received $4,000,000 in SPARC funding, of which approximately $3,900,000 (98%) has been utilized, leaving a balance of $100,000 available for additional homebuyers. Redevelopment & Homeownership The Newport News Redevelopment and Housing Authority (NNRHA) administers the Citywide Down Payment Assistance (DPA) Program for first-time homebuyers through the HOME Investment Partnerships Program (HOME), providing financial support for home purchases within Newport News. For calendar year 2026, 24 applications were received, including 3 new applications in June. Of these, 3 projects have been completed, 7 were determined ineligible, 2 have been approved, 11 are in underwriting, and 1 has withdrawn. These efforts resulted in financial assistance being provided to support multiple first-time homebuyers in achieving homeownership within the city. 1
