School, building renovation will be necessary. This includes the design of a new entrance to
relocate the main office, administration offices, and all other amenities that are required to
conduct day-to-day business. The project will include a newly constructed space that will

and access control for safety and security purposes.
This action is the complete appropriation for the adopted FY 2024 Capital Improvements Plan
(CIP) program for the Schools Category.
Separately, Schools has completed two previously appropriated capital projects, the
Katherine G. Johnson Elementary School (formerly Lee Hall) Roof Replacement and the
Heritage High School Roof Design and are requesting that the unspent balances be
reallocated to another capital project.
On January 22, 2019, City Council appropriated $6,395,578 (Resolution #13203-19) to fund
the FY 2019 Adopted Capital Improvements Plan (CIP) School projects, with $912,215 being
allocated for the roof replacement at Katherine G. Johnson (Lee Hall) Elementary School.
After additional appropriations to complete the project, there remains a balance of $115,852
in that project.
On February 9, 2021, City Council appropriated $10,000,000 (Resolution #13390-21) to fund
the Fiscal Year 2021 Adopted Capital Improvement Plan (CIP) School projects, that included
the Heritage High School roof replacement. This roof revitalization project was accomplished
as part of the Schools solar initiative, leaving a balance of $301,000 in the project.
City Council is requested to reallocate the unspent balance of $416,852 from these two
previously appropriated projects for the relocation of the Heritage High School modular
classrooms (formerly used for Huntington Middle School students, now located at Crittenden
Middle School). The modular units will be relocated to the South Morrison Campus for
Student Success, to meet the educational and space needs of the School Division.
FISCAL IMPACT SUMMARY:
The funding source for the $10,000,000 appropriation is the Fiscal Year 2024 Bond
Authorization School Category for the FY 2024 Schools capital projects.
Separately, this request reallocates the remaining balance of $416,852 from previously
appropriated School Division capital projects to relocate modular classrooms for the South
Morrison Campus for Student Success. No new funds are requested to be appropriated to
this project.
