4 City of Newport News Back River and Warwick River Bacteria TMDL Action Plan 2024-2029 Permit Cycle Although the City’s responsibility under the updated Bacteria TMDL Action Plan is limited to discharges from its regulated MS4 service area, the bacteria reduction strategies outlined herein apply to all impaired watersheds in Newport News (Figure 1) and will enhance water quality throughout the Lower Peninsula.
