seclusion events to NNPS for school years 2021-22 through 2024-25. I seek
existing records sufficient to identify the source and location of those reported
events and reconcile the reported totals with Policy JLIB. I am not asking NNPS to
answer questions or create a new record.
Please provide:
1. Every version of Policy JLIB, Procedure JLIB-P, and any division-wide
implementing instruction, protocol, data-entry guide, blank incident form,
reporting form, or data dictionary in effect during the requested period,
including records documenting each annual policy review.
2. Each school-level restraint and seclusion report submitted by a principal or
designee to the superintendent under 8VAC20-750-90.
3. Every original, final, corrected, amended, or resubmitted NNPS restraint-and-
seclusion file or report sent to VDOE for school years 2021-22 through
2025-26 to date, including certifications, approvals, submission receipts,
validation reports, error reports, rejection notices, and correction logs.
4. Any existing school-, program-, site-, or placement-level report or breakdown
underlying those totals. Where maintained, please preserve the existing
attribution category, including whether an event was associated with:
an NNPS school or school activity;
a regional or jointly operated program;
a private or contracted placement;
an independent contractor or subcontractor;
an SRO or other law-enforcement action; or
another setting or reporting category.
5. Existing instructions or definitions used to distinguish seclusion from time-out,
removal, exclusion, restraint, a student-requested break, a reset or calming
room, and law-enforcement custody. Please include any instructions
governing resident-division, serving-division, private-placement, or regional-
