Form: A Sent: Friday, April 4, 2025 2:30 PM To: Seely, LaDonna K. <seelylk@nnva.gov> Cc: Spratley, Lynn A. <spratleyla@nnva.gov>; FOIA Council <foiacouncil @dls.virginia.gov>; dwalter@clancywalterlaw.com Subject: Re: General FOIA Request of April 04, 2025., Reference # GO08933-040425 CAUTION: This email originated from outside your organization. Exercise caution when opening attachments or clicking links, especially from unknown senders. Good afternoon, Ms. Seely, I am writing to formally object to the initiation and processing of FOIA Request #G008933-040425, dated April 4, 2025. This request was not made by me, was never submitted in writing, and was initiated without my knowledge, consent, or legal authorization. At no point during my phone conversation with NNPS staff or the FOIA officer was I informed that a FOIA request was being opened in my name. I was not given an opportunity to submit one myself, to review or approve any language used, or to determine the scope of the request. Yet a formal request was created, processed, and denied—giving the false appearance that I had been afforded a legal pathway and that the district properly fulfilled its obligations. That is categorically untrue.
