The Newport News Circuit Court Clerk's Office received a FOIA request from you on
May 14, 2026, stating:
EEE morning,
My name is with Audit Newport News. | am a representative of the news
media and a citizen of the Commonwealth of Virginia. | am requesting public records pursuant
to the Virginia Freedom of Information Act.
This request concerns the Virginia Auditor of Public Accounts report for Angela Reason, Clerk
of the Circuit Court for the City of Newport News, covering April 1, 2024 through June 30,
2025. APA identified a repeat finding titled “Properly Assess and Bill Court Costs,” first issued
in 2020. APA found errors in 16 of 56 tested cases, including uncharged court costs, defendant
overcharges, and miscoded attorney fees.
Please provide electronic copies of the following existing records:
1. Any corrective action plan, supplemental response, implementation plan, training or
supporting documents related to the APA finding “Properly Assess and Bill Court Costs,”
including any records beyond the response already included in the published APA report.
2. Records sufficient to show that the 16 cases identified by APA were corrected, including any
refunds, credits, billing corrections, accounting adjustments, or locality billing corrections.
3. Any updated procedures, cost sheets, checklists, review-process documents, or training
records created or used to address this APA finding.
4. Communications between the Clerk's Office and APA from July 1, 2025 to the present
concerning this finding, the corrective action plan, or implementation of corrective action.
