City roster · May 2026
The City FOIA “Employees by Position” roster contributes 2,824 employment records. The employee tracker retains the original roster row ID and source-page reference where available. Exact public-directory matches add office titles and work phone numbers; that crosscheck was extracted June 28, 2026.
NNPS roster · August 31, 2026
“Employee Roster Data 08.31.xlsx” contains 6,174 assignment records. The 113 records labeled “STUDENT EMPLOYEE - HS” are excluded from this lookup. Another 27 records labeled “RETIRED EMPLOYEE” are excluded from the default results. Original work emails, work phones, classifications and source rows are retained for the included staff records where supplied.
Official web-directory expansion · October 7–10, 2026
The original 8,885 eligible roster records are preserved. A cross-check of 238 City public-directory contacts, municipal and constitutional-office pages, central NNPS contacts, and 43 faculty pages linked from the official NNPS school list adds 103 official public listings. Another 296 roster profiles have corroborated public names, contacts or additional office assignments, including the October 10 staff review.
The October 10 staff review checked 63 official pages and added 3 omitted profiles: John Curtis in Libraries, Jeffrey Phillips of the Sheriff’s Office on the regional training academy staff list, and Simone Rouse at the NNPS Parent Educator Resource Center. It linked 128 existing profiles to reviewed contacts and assignments, filling searches for 20 NNPS programs. The City organization chart revised October 1, 2026 also supplies a named Innovation assignment. The 311 Contact Center groups 12 May 2026 Communications records with explicit 311 job titles; those are dated roster assignments, rather than new individual website listings.
New entries identify the institution, published role, exact official source and date checked. They are labeled “Listed on official public website,” not attributed to the May or August payroll roster. Public sources establish the listing, not payroll status, contract type, salary or continued employment. No pay figure is inferred for a new entry.
Exact work emails, full names and professional context are compared before adding a profile. Strongly corroborated nicknames, name-spacing variants and shared assignments attach to an existing profile and are searchable. Unresolved identity matches, stale-page conflicts and possible contractors are held out. Existing roster names, row references, salary matches, photos, notes and profile links remain unchanged.
The expansion includes five elected constitutional officers and seven Mayor / Council officeholders, labeled separately from staff, plus publicly named office staff. State court judges and court administration, private citizen boards, student employees, unconfirmed external service providers and nonprofit personnel are not counted as City or NNPS staff.
Constitutional-office pages generally list leadership and selected contacts, not their entire workforce. Public school pages may omit substitutes, custodians, transport staff and other employees, or retain old names. The October 10 follow-up reviewed all 41 City department-index entries and 111 NNPS service-index entries, including branch duplicates, programs and shared contact lines. The department coverage index documents known gaps and newer offices. It is not a certified full workforce census.
Reported employment
1 additional profile records an employment statement from a published biography, checked October 10, 2026. This is clearly labeled self-reported employment, with no inferred job classification, salary or private contact information. A named official personnel record is still needed.
Devon P. Hamilton’s biography reports City work in Parks Facility Maintenance. His individual employment, role and pay have not been independently verified.
Court and oversight records · October 10, 2026
Profiles now distinguish a person’s role in a case, the allegations, the documented outcome and the latest reviewed source date. Names are matched using the agency and professional context in the primary record. A witness, plaintiff, named defendant and official whose certification was reviewed have different roles.
The court and oversight collection links the reviewed opinions and DCJS minutes. Archive page numbers follow the published copy; labeled excerpts also identify their original court pages and link to the complete source. Case findings require every supporting document to remain approved and match its reviewed copy. A replacement, withdrawal or deletion request removes the affected finding from the profile.
An allegation or a claim surviving a pleading motion does not establish misconduct. Partial orders are labeled with their limits; an old docket snapshot does not establish that a case is pending. Later reversals and person-specific dismissals are included where verified. OpenOversight and supplied research indexes are discovery leads, not automatic findings.
No official Newport News Brady/Giglio list or named prosecutor designation was obtained in this batch. A certification decision or lawsuit does not establish list membership. The Brady/Giglio collection records the official sources and prepared, unsent request scopes for the prosecutor, NNPD, Sheriff and DCJS.
Professional discipline and violation records
The professional discipline collection adds official sources for researching existing profiles. Its records distinguish source indexes from archived individual orders; locating an index does not establish a violation by an employee.
- Virginia EMS enforcement: fire and EMS personnel, using certification numbers and completed enforcement decisions.
- Health professions case decisions: licensed nurses, counselors, psychologists, social workers and other regulated staff, with individual notices, final orders and later outcomes.
- Nursing compact privilege actions: Virginia actions involving nurses licensed by other compact states.
- DPOR discipline: regulated engineering, surveying, water-operator and other credentials, using license and case numbers.
- State Bar discipline: attorneys, using bar identity, signed orders and subsequent appeal or reinstatement records.
- Accountancy Board discipline: CPA credential holders; continuing-education deficiencies retain their actual scope.
- Workplace-safety court orders: employer or agency violations, with individual connections only where a record actually names an employee and supports the role.
Before attaching a finding, reconcile the person’s full name, professional identifier and documented employer or role; read the actual final decision; check later dismissals, appeals, reinstatements and removal of restrictions; and record the source date, page or row location, identity basis and review date. The earlier and later decisions stay together in one profile entry. Current license status is a separate dated observation. Notices and complaints remain allegations until an actual decision establishes otherwise.
The October 11, 2026 review screened public health-board action tables from January 1, 2000 through October 10, 2026, using contiguous nursing date ranges, and the nursing compact table. It also screened the DPOR Newport News results and Accountancy Board register text. The EMS screen retrieved 144 of 368 planned surname searches; 224 could not be retrieved. State Bar and workplace-safety indexes were located for further review. These are bounded checks, not complete disciplinary histories or a finding that an unlisted employee has no violations.
No new profiles were created for this batch. Supported matches update the existing standardized profile sections and numbered references. Conflicting names and missing professional or employment identity bridges remain unattached. These records do not establish Brady/Giglio list membership.
Historical employee records
23 separate profiles document named employment context in dated official records. They are marked “Historical record,” carry no inferred payroll or salary, and do not establish current employment or certification.
Name searches include historical employees. The default alphabetical browse uses roster and public-directory records; select “Include retired and historical records” to browse the full collection. Historical police chief Richard W. Myers is kept separate from the current Finance employee Richard Myers. Initials-only or surname-only references remain unresolved until a primary record supplies an identity bridge.
Organization and position names
Institution names use City of Newport News and Newport News Public Schools. Office, department and school names were checked October 8, 2026, with an October 10 department-coverage follow-up, against the City office directory, the 2026–2027 NNPS departmental directory, and official school listings. An office is listed by its organization name, such as Office of the City Attorney; City Attorney remains the person’s job title.
Abbreviated school names share one entry with the full name. Verified current department names group related dated payroll units, including Budget, ERP, and Data Analytics and Child Nutrition and Wellness. Original source departments remain on roster profiles. These groupings do not establish an individual transfer or current assignment.
Position labels were checked October 1, 2026, against the City HR job-description library and the NNPS HR job-description library. Unmatched or ambiguous titles retain readable roster wording. Common abbreviations such as Asst, Dir, Spec, Tchr and SPED are expanded for display. The original wording remains on each roster profile; an expanded abbreviation is not an independently verified job title. Job levels and separate assignments are preserved. Salary matching continues to use the original department and position from the dated roster.
Searching the directory
Search by name, office, department, school or job title. The organization menu separates City departments, City offices and boards, NNPS departments and programs, and NNPS schools. Both current names and original labels work in search and older directory links. Corroborated aliases and additional office roles are searchable without duplicating the profile. Retired classifications are excluded by default and can be included with the Record coverage filter.
Profile photos
315 directory profiles have named photos matched to public publisher pages. Each pictured profile links to its photo source and the date checked. The October 8, 2026 update adds 15 verified photos for Council members, public-office leaders and NNPS directors.
Photos are matched using the published name and professional assignment. A nickname or changed surname requires explicit corroboration. Separate assignments share a photo only when the roster identifies the same person with the same work email. Older published photos retain their source dates; unverified photo-platform entries are held out.
Photos are served by this site, with framing that keeps the face visible. When a verified photo is unavailable, the profile shows initials. A photo does not verify employment today or establish a person’s involvement in a news report.
Individual salary and role compensation
The City’s September 2026 GeoHub compensation dataset was downloaded October 1, 2026. Its 3,705 records contain departments, positions, pay rates, pay units, and employment classifications, but no employee names. Matching by department and job classification supplies role compensation for 2,565 City roster assignments. It does not verify a named employee’s salary or status.
A unique department/title match remains an inferred association. Another 209 assignments match groups with mixed hourly and annual pay, so no combined range is shown; 50 have no exact role match. The dataset’s stated period is identified on profiles. An update or download date is not proof of an individual’s current payroll amount.
The NNPS roster contains no salary figures. Profiles show “Not available” unless a separate dated, named document supports a salary amount. That label means the salary has not been verified here, not that it is confidential or zero.
Official City pay structures provide additional context. A pay schedule is not proof of a particular employee’s earnings. Readers may contribute a dated public payroll record for editorial review.
Robert White · dated offer amount
The NNPS letter dated April 4, 2025, addressed to Robert White, specifies an Executive Director of Public Information & Community Involvement position and a $125,000 annual salary for the 2025–26 academic year (page 1). It is a contingent offer document, not a later payroll statement or proof of actual earnings. The August 31, 2026 roster separately lists Robert Cameron White in the corresponding executive-director role.
Employee profile format
Every profile uses the same sections: employment record, salary and compensation, public records and case history, notes, related content, and references. Numbered references are local to the profile. When one source supports several sections, each citation points to the same reference.
References identify the source type, document or publication date, date checked or reviewed, source period and page or row location where available. Unknown dates and page numbers are not invented. PDF page numbers refer to the archived publication copy; an excerpt identifies its original page mapping on the record page.
Roster assignments, public listings, reported employment and historical records retain their own status labels. A missing salary, case record or contact is stated consistently. Case allegations, outcomes and witness roles retain their documented scope.
Identity and employment status
The directory contains 9,012 assignment, public-office and historical records, not a count of unique people. Separate assignments remain separate. City and NNPS records are never merged just because names match. Work-email or source-row keys keep profile links stable.
“Listed in source roster” refers to the dated roster source; “Listed on official public website” refers to a separately dated public listing. “Self-reported employment” refers to a published employment statement that still needs independent verification. None of these labels confirms employment on the day a reader visits the site. A missing directory entry also does not prove someone has left employment.
Profile notes and corrections
Notes describe documented professional roles and published reporting, with dated source links. Internal review flags, audience-viewing logs, unverified name matches, personal addresses and private contacts are not part of the public directory.
Original directory prepared October 1, 2026; official website coverage expanded October 7–8, 2026, with department, staff and reported-employment follow-up October 10, 2026. To report a correction, include the profile name, the field and a dated supporting public record in a news tip.
