Deconcentration and Other Policies that Govern Eligibility, Selection, and Admissions:
NNRHA will comply with all provisions related to HOTMA, Housing Opportunity Through Modernization Act of 2016 and implemented through
regulations finalized in 2023, with a Phased In approach. HOTMA affects public housing and Section 8 rental assistance programs. The final
rule was published in Federal Register Notice 88 FR 9600.
Families who are working or residents of Newport News will have priority among the local preferences. A preference does not guarantee
admission to the housing assistance programs. Preferences are used to establish the order placement on the waiting list. Every family
admitted to the program must meet NNRHA's selection criteria as defined in the Occupancy and Administrative Plan.
