34 developments—Lift and Rise I and II and Legacy Landing III and IV—have been completed, totaling 236 new units. During PY 2024–2025, revitalization efforts continued, focusing on new mixed-income housing between 12th and 18th Streets. The plan includes 155 rental units and 22 single-family homes, providing both rental and homeownership opportunities. Of the rental units, 79 include project-based assistance for former Ridley residents, 48 serve households below 60% of Area Median Income (AMI), and 28 are market-rate. Phase III-R construction was completed in January 2025, with lease-up beginning in March; nearly all units are now occupied. Phase IV-R is underway, with the first townhomes completed and families moving in. Site improvements, including landscaping and sidewalks, are also progressing. The final phase, CNI-V, is scheduled to close at the end of September 2025, with construction beginning in October 2025 on a 16–18-month timeline. This phase will consist of 73 units—25 replacement units, 17 affordable tax credit units at 80% AMI, and 31 market-rate units. This comprehensive effort blends affordability with market-rate housing, supporting long-term community stability and housing choice. In May 2019, NNRHA and the City were awarded a $30 million grant through HUD’s Choice Neighborhoods Initiative (CNI) program, along with an additional $5 million supplemental grant to support hard costs for the final phase of the CNI project. Combined with local funding, this investment has transformed the Marshall-Ridley area in the Southeast Community, introducing new housing options, community services, recreational facilities, and parks. As outlined in the CNI Transformation Plan, Ridley Place is being redeveloped in multiple phases, including affordable housing replacement units onsite and at two nearby locations, as well as additional units provided through tenant-based or project-based vouchers.
