I would like to clarify a critical point related to this request. I have attached correspondence from the City Attorney’s Office stating that Newport News Public Schools treated my interaction on April 4, 2025 as a verbal FOIA request and responded accordingly. At the same time, the ban letter issued to me states that I was charged with trespassing and subsequently prohibited from all NNPS property based, in part, on allegedly “demanding” documents on April 4, 2025. That same letter reflects that law enforcement was contacted and that this interaction formed part of the basis for a 365-day ban. Given that: the City Attorney has represented that a verbal FOIA request was made and processed on behalf of NNPS, and NNPS has stated that no records exist reflecting the receipt or handling of any request attributed to me on or about April 4, 2025, I am seeking clarification as to how a request could be characterized as a FOIA request for purposes of response and enforcement, while simultaneously leaving no records documenting its receipt, handling, or processing—particularly where that interaction was later relied upon as a basis for exclusion from NNPS property. Thank you for your attention to this matter.
