“transaction’);
3. [am not a member of the Newport News City Council, and as such did not vote to authorize
the transaction on behalf of the City;
4. Iam advised by the City Attorney that the definition of “personal interest in a transaction”
means a personal interest of an officer or employee in any matter considered by his agency;
5. I am further advised that as I am not a member of City Council, which is the agency
considering the transaction, I have no personal interest in the transaction;
6. I have not participated in the transaction in my role with Port Warwick or in my role as a
City employee;
7. Nevertheless, in the interest of transparency, I am making this voluntary disclosure, as I
previously provided services to the Port Warwick Foundation, which is a business affected
by the transaction; and
8. My relationship with the Port Warwick Foundation has not impaired my independent
judgment or my ability to act fairly, objectively, and in the public interest in my role as an
employee of the City of Newport News.
