April 23, 2025
Dear
On April 14, 2025, you were issued a temporary 10-day ban notification pending a panel
review of your behavior while on site at the Newport News Public Schools School Board
Office.
On March 13, 2025, you came to the office demanding to speak with the NNPS Chief Operations
Officer who was out of the office at the time. You became angry and disrespectful yelling and
calling the Security Officer names. The Security Officer, attempted to de-escalate the situation
and be of assistance to you, but you continued to yell and be disrespectful. You were then asked
to leave the premises several times, and you would not. At this point Newport News Police were
called. Upon their arrival they spoke with you, and you finally left the premises.
On April 4, 2025, you came to the School Board Office. Again, you were disruptive and
disrespectful to the Security Officer on duty and the Executive Secretary demanding a Crisis
Management Plan. You were asked to leave the premises, and you would not. Again, Police were
called and this time you were charged with trespassing.
A full review of this matter has been conducted, and the following was determined.
Your actions were disruptive, created discomfort and a hostile environment resulting in the need
for a Police response. In addition, it raises concern of the potential behavior you displayed
escalating while on site in the future.
It is paramount that we ensure all staff, students, faculty and visitors feel safe at all NNPS
property. However, this type of aggressive behavior is unacceptable and will not be tolerated.
As a result of your actions, you are hereby banned from being on Newport News School
Board Office property as well as all other school properties in the City of Newport News
for a period of 365 days beginning on the date of this letter. If you enter any school
property after receipt of this letter, you will be considered trespassing and subject to the
charged under Virginia state criminal code 18.2-128, which is a Class 1 misdemeanor.
Respectfully,
Rosalind N. Moss
