Cypress Terrace: rent certifications and revenue recovery

Follow the voucher-submission backlog, accepted certifications and recovery of delayed rental revenue.

Overview

Review Cypress Terrace RAD/PBRA voucher processing and the related pre-management-review work. Trace submissions through acceptance, payment and any remaining revenue difference.

Source notes

Board reports describe management’s progress at the dates stated. Internal recertification completion, consultant review, TRACS submission, acceptance and payment are separate stages. TRACS compliance and occupancy are different measures; neither establishes recovered revenue or permanent loss. Authority-wide financial statements are background, not a Cypress Terrace payment reconciliation or evidence that unrelated voucher findings apply here.

Timeline

Dates follow the cited records; document dates are labeled separately.

  1. June 2026

Consultant selection and recovery work reported

The June board package reports HUD’s early-May review and concerns at Cypress Terrace. It also reports selection of Du & Associates for the RAD-property review and work on a plan to recover voucher rent and related adjustments. The selection date, recovery amount and payment reconciliation are not supplied.

  2. July 2026

    Reporting backlog remains a priority

NNRHA’s July report attributes TRACS voucher-reporting delays to staffing challenges. It says experienced staff had been added, uploads were underway and weekly HUD updates continued, while completing recertifications and clearing the backlog remained priorities. This records the authority’s progress report, not HUD acceptance or payment.

  3. August 18, 2026

    Staff report 82% TRACS compliance

The August package reports 82% TRACS compliance after more certifications were transmitted; the August minutes reproduced in September repeat that figure. File and utility-allowance reviews and rent-adjustment submissions remained in progress. The count and denominator are not supplied. This is separate from occupancy and does not measure money recovered.

  4. September 2, 2026

Internal recertifications completed; submission still pending

The September package’s update, dated September 2, says NNRHA had completed all identified recertifications. Consultant review and subsequent TRACS submission were still to follow. Sample-file reviews, utility-allowance analysis and other compliance work remained part of the assignment; the update does not establish HUD acceptance or receipt of delayed payments.
