Coal dust: mitigation choices and measured results
Compare the wind-fence study, proposed measures, spending and environmental monitoring.
Overview
Review the City’s mitigation study and the evidence used to choose and evaluate measures. Identify the implementation schedule, funding and comparable monitoring results.
Source notes
Modeled wind and dust behavior is different from measured post-installation performance.

Dust precautions and what the study establishes
For a source covered by Virginia’s existing-source fugitive-dust rule, reasonable precautions are required to prevent airborne particles. The City’s FAQ separately asks whether a wind fence is being built and how reliable the results are. The study alone does not establish a violation, construction completion or measured effectiveness.
9VAC5-40-90 is verified in the current official code, whose history identifies the February 1, 2003 amendment. Source classification, applicable permit conditions and monitoring evidence remain necessary; this entry does not apply an unverified new-source rule.
