April 23, 2025 This letter serves as formal notice of a decision reached following a comprehensive review of your recent conduct on Newport News Public Schools (NNPS) property. On April 14, 2025, you were issued a temporary 10-day ban notification pending a panel review of your behavior while on site at the Newport News Public Schools School Board Office. On March 13, 2025, you entered the NNPS School Board Office and demanded to speak with the Chief Operations Officer, who was not present at the time. When informed of their absence, your behavior escalated — you became verbally aggressive, used inappropriate language toward the on-duty Security Officer, and ignored multiple directives to de-escalate and leave the premises. As a result of your refusal to comply, the Newport News Police Department was contacted. You vacated the premises only upon police intervention. Despite this prior incident, you returned on April 4, 2025, and again acted in a disruptive and disrespectful manner while another guest was present. You demanded a Crisis Management Plan, in which your request was denied, and you refused to leave as instructed. Police were once again called, and on this occasion, you were formally charged with trespassing. Your repeated actions have been reviewed in full, and it has been determined that your behavior was not only disruptive but also created a hostile and unsafe environment for staff and visitors. The involvement of law enforcement on multiple occasions, coupled with your unwillingness to follow lawful instructions, raises significant concerns about potential future safety risks. The safety and well-being of all NNPS staff, students, and visitors is of the utmost importance. Aggressive and confrontational conduct on school property will not be tolerated under any circumstances. Effective immediately, you are prohibited from entering the Newport News School Board Office or any NNPS property for a period of 365 days from the date of this letter. This includes, but is not limited to, administrative offices, schools, and all NNPS-owned facilities. Be advised that entering any NNPS property during this time will be considered unlawful trespassing under Virginia State Criminal Code § 18.2-128 — a Class 1 misdemeanor — and may result in criminal prosecution. Should you have questions regarding this ban or wish to request further clarification in writing, you may do so through appropriate legal channels.
