Assessment changes and the tax levy
Virginia Code § 58.1-3321 addresses assessment-driven changes in the total real-property tax levy and a separate hearing process when its conditions apply. It is not a cap on an individual property’s bill. The adopted rate, assessment totals and applicable exclusions must be matched to the tax year under review.
Current law reviewed October 12, 2026. No finding is made about a particular year’s notice or hearing.
