NNPS opening-day bus staffing and service
Connect the retained staffing table, arrival workbook and records-request correspondence without confusing vacancies with daily route coverage.
Overview
This collection follows NNPS transportation records around the August 24, 2026 opening day. It separates authorized position-control counts, employee counts, arrival-summary rows, a records-request cost estimate and subsequent correspondence. The task is to establish actual service performance with clear definitions and supporting records.
Source notes
These records describe specific dates and different kinds of measures. A job posting, prior-year budget, position-control table, arrival export and procurement award cannot substitute for each other. The collection does not establish a current staffing level, division-wide on-time rate or final request charge. Student-identifying information and unapproved informal driver notes are excluded.

Retained posting describes a distinct non-CDL role
The archived Non-CDL Driver posting, Job ID 5821977, describes operating a bus with 16 or fewer passengers and transporting students identified under the McKinney-Vento Act. It says the role does not require a Virginia Commercial Driver’s License. This is a dated job description, not proof of a current vacancy or ordinary full-size school-bus route staffing.

Arrival summary and request estimate are dated
The retained Arrival Summary by School Legacy workbook contains school-level and summary rows for August 24. Its export definitions are not supplied, so repeated school and bell-time rows should not be collapsed into an assumed division-wide punctuality rate. A separate request-cost form estimates $561.94 and expressly states that it is not an invoice.

HR supplies an aggregate position-control table
The HR response says its data were pulled on August 24. The table totals 289 position-control numbers, 216 active employees and 73 vacancies across the listed driver classifications. These are staffing-system counts, not automatically the number of drivers assigned that day, uncovered routes or missed trips.

Follow-up email says additional records are attached
The NNPS response says final billing, outstanding records, underlying staffing records and an updated redacted record are attached. The email PDF does not embed all those attachments. The separately cataloged documents must be matched to that response before treating it as a complete billing or performance record.

Estimate, deposit and final records cost
The retained opening-day request form is a cost estimate, not an invoice. Current Virginia FOIA limits permissible charges to reasonable actual costs of accessing, searching for, duplicating or supplying records and requires a deposit to be credited toward the final cost. The estimate and September follow-up need the corresponding final accounting before the amount charged can be compared with those rules.
Current § 2.2-3704(F), (H) checked October 12, 2026. The August–September 2026 request-date edition was not independently verified. No conclusion about the fee’s lawfulness or final amount is made.
