ARP ESSER reserve and spending evidence
The retained June 2023 ARP ESSER plan describes planned uses, not final expenditure. The original ARP Act required recipient districts to reserve at least 20 percent for evidence-based learning-loss interventions. Separately, Virginia’s enacted 2025 budget required reports distinguishing ESSER obligations and expenses. These references support checking the plan against spending records; they do not establish NNPS’s final compliance.
Original Pub. L. 117-2 § 2001(e)(1) and enacted 2025 Chapter 725 Item 125(B)(30) were verified. Later amendments, award-specific extensions and the complete rules controlling final closeout were not verified. The 20-percent rule here concerns ARP ESSER, not ESSER I, ESSER II or state ALL In funding.
