Juvenile detention: PREA investigation-category review
Reconcile investigation categories and outcomes in the 2026 audit and request the supporting records.
Overview
Review the apparent difference between the criminal-investigation category table and the audit narrative. Read allegation counts with their documented outcomes and the auditor’s finding that all 43 standards were met.
Source notes
The audit reports no substantiated staff sexual-abuse or staff sexual-harassment allegations. It does not establish a criminal charge against an employee.

Juvenile PREA investigation standards
The juvenile PREA standards require an administrative or criminal investigation of every sexual-abuse or harassment allegation and referral of potentially criminal allegations to an agency authorized to conduct criminal investigations. They separately require written investigative reports and set limits on the evidentiary standard for administrative findings. These categories do not themselves establish criminal guilt.
Current 28 CFR Part 115 Subpart D, checked October 12, 2026; the same sections are discussed in the dated 2026 facility audit. No completed historical-version comparison or local compliance conclusion is claimed.

PREA allegation data and definitions
PREA’s definitions distinguish an unsubstantiated allegation, where evidence does not permit a final determination, from an unfounded allegation. Juvenile standards also require accurate, uniform sexual-abuse allegation data and public aggregate sexual-abuse reporting with identifying information removed. Reporting categories and investigation stages therefore need consistent treatment; a category label alone does not establish that an allegation was false.
Current 28 CFR Part 115.5 and Subpart D, checked October 12, 2026. This is neutral interpretive context; it makes no assertion about a particular audit entry, resident, staff member or investigation.
