Certification and public-defender cost recovery
Virginia Code § 19.2-335 addresses certification of district-court criminal-proceeding expenses to the circuit-court clerk. Section 19.2-163.4:1 separately addresses assessment and distribution of public-defender costs after conviction. These are distinct processes; neither provision alone describes every locality invoice step or establishes that a particular assessed amount was collected.
The reviewed histories show the cited provisions last amended in 2020 and 2021 respectively, before FY2024. Later attorney-fee schedules and the 2026 manual are not used to establish historical amounts or procedure violations.
