SoundThinking purchases, performance and renewal oversight
Ten distinct City-recorded payment entries totaling $1,354,831 match released invoices for ShotSpotter, ResourceRouter and CrimeTracer. The open question is what acceptance, performance and access-review evidence supported product selection and renewal.
Overview
Review purchases and oversight product by product. The bounded payment subtotal is $1,157,433 for ShotSpotter, $68,250 for ResourceRouter and $129,148 for CrimeTracer. It is not lifetime cost or bank-cleared expenditure. No misuse, overbilling, improper procurement or failure to meet a service standard is established.
Source notes
Police have reported investigative benefits, and contracts contain meaningful safeguards. Those points do not independently establish causal crime reduction or successful return on investment. No arrest does not automatically mean a false alert. Historical ShotSpotter standards have definitions and exclusions, and current controlling terms must be confirmed before any compliance judgment. A purchasing release's missing evaluation is not proof that no evaluation exists.
Timeline
Dates follow the cited records; document dates are labeled separately.
February–July 2019
Original ShotSpotter price and staged activation
Newport News entered a ShotSpotter agreement and staged activation. The $205,000 first-year price comprised a $195,000 subscription and $10,000 net startup cost, not three separate annual purchases.
May–July 2022
Renewal rationale and separately scheduled expansion
Police supported sole-source renewal by citing integration, replacement costs and investigative benefits. An expansion amendment added approximately three northern square miles for a three-year $640,000 price. The first year's two $110,000 installments were parts of that schedule.

Software evaluation and contractual safeguards
A separate software agreement provided an evaluation period for ResourceRouter, CrimeTracer and CaseBuilder, followed by written selection or termination. Its safeguards include ResourceRouter validation and acceptance, and CrimeTracer authorized-use restrictions, training and access review. These clauses establish standards, not proof of their execution.
September 30, 2024 and July 2, 2025
Two annual product-selection orders
Orders selected CrimeTracer and ResourceRouter for $97,124 in FY2025 and $100,274 in FY2026. A CaseBuilder-specific paid purchase is not established.

Multi-period ShotSpotter renewal quote
ShotSpotter amendment 2 adopted five quoted renewal lines totaling $1,090,717 through June 30, 2028. This is a multi-period quote, not an annual fee, verified payment or complete six-square-mile cost for every day of FY2026–28.

Register lists a software-agreement term
The City register listed the software agreement through June 30, 2027. That listing does not establish FY2027 product orders, payments or current operation.

Payment basis
The ten invoice-level entries have check dates from August 1, 2023 through September 12, 2025. Two entries repeated across overlapping exports were counted once. Unrelated Motorola and separate Intergraph payees were excluded; invoice and quote totals were not added to matching payments. The exports end July 8, 2026.
