City employees: retention, vacancies and workplace follow-up

Review turnover, exit feedback, FUEL surveys and staffing investments against service outcomes.

Overview

Compare department-level turnover and vacancy records with exit-survey and FUEL results. Examine pay-plan changes, HR recommendations, firefighter staffing and overtime with consistent periods.

Source notes

Budget estimates are distinguished from actual turnover. Earlier declines cannot establish the effect of later pay changes. Fire Suppression overtime is one division/object, not a department-wide mandatory-overtime total. Authorized positions are not filled or field-deployable personnel. No newer Fire filled-position or overtime-actual series was located in the October 11, 2026 public-source review; this does not establish that such records do not exist or were withheld. The evidence does not establish an effect of the FY2026 or FY2027 staffing investments.

Timeline

Dates follow the cited records; document dates are labeled separately.

  1. FY2025 · July 1, 2024–June 30, 2025 reporting period

Fire Suppression overtime actual provides a baseline

The FY2027 adopted line-item book reports $5,151,303 in FY2025 actual overtime expenditure for Fire Suppression, division 2520, object 518350. The same row lists a $3,197,200 FY2026 budget and $3,197,200 FY2027 council-approved budget. These later figures are budget amounts, not actual spending. The row does not separate mandatory from voluntary overtime.

  2. May 13, 2025 · FY2026 budget adoption

Prior budget funds 12 reallocated firefighter/medic positions

City Council adopted the FY2026 operating budget on May 13, 2025. The adopted book includes $913,500 for 12 reallocated firefighter/medic positions, intended to support minimum staffing, keep apparatus in service and reduce reliance on overtime, particularly mandatory overtime. The budget describes planned staffing and objectives; it does not establish hires or measured results.

  3. May 12, 2026 · FY2027 budget adoption

Adopted budget authorizes 20 additional Fire positions

City Council adopted the FY2027 operating budget through Ordinance 8171-26, effective July 1, 2026. The position schedule increases authorized Fire staffing from 421 to 441: Fire Suppression firefighter/medics rise from 273 to 289 and lieutenants from 24 to 28. The comparisons are FY2026 revised and FY2027 council-approved positions. The adopted book identifies the 16 firefighter/medic positions as intended to reduce overtime and the four lieutenants as supporting EMS supervision. These authorizations do not establish how many positions were filled or changes in overtime.
