Campaign signs: placement, complaints and enforcement
Examine campaign-sign placement, complaint handling and whether comparable signs receive consistent enforcement.
Overview
Review the published rules, site boundaries, complaint chronology, inspection and removal decisions, and comparable enforcement records. Political messages alone do not establish who installed a sign or whether its placement violated a rule.
Source notes
Published rules and intake guidance do not establish a particular sign’s boundary, permission, placement date, complaint history or violation. No nonresponse, selective enforcement, favoritism or installer identity is established. Source-review dates are not incident dates. No complaint or records request was submitted for this review.

State statute limits local prohibitions on qualifying private-property signs
Virginia Code § 15.2-109 bars localities from prohibiting political campaign signs on private property when the owner permits them and the signs comply with zoning and right-of-way restrictions applicable to temporary nonpolitical signs. It supersedes conflicting local rules and leaves VDOT regulations unaffected. This does not establish permission or compliance at a particular location.

City publishes placement and removal guidance
City guidance says campaign signs are prohibited in public rights-of-way and will be removed. Its guidance includes medians, sidewalks and the strip between street and sidewalk in most neighborhoods; it also gives size and sight-line restrictions. These general descriptions do not establish an individual sign’s legal boundary.

Sign code describes enforcement and formal notice
Chapter 33.01 assigns sign-code enforcement to the zoning administrator and provides notice and removal authority. Under § 33.01-26, a written notice and order to abate must allow at least three days for abatement, except in emergencies. That period is not a complaint-response deadline, and the provision alone does not establish the process for every right-of-way removal. No case-specific notice has been verified.

311 provides intake and request-status channels
The City lists 757-933-2311 as its 311 Contact Center number. Its NNVA 311 mobile-app FAQ describes a choice to share a request’s location and type with other app users or keep them visible only to the requester and City, plus a My Requests status view. This app guidance does not establish visibility of telephone, email or current web-portal complaints, or a complete complaint history.
